Does ACS (anti-cellphone system) exist.

This is my opinion on whether the rumored ACS exists.
Does ACS exist?
Does ACS exist? Well, ask a rather techy high school student, and they might say "yeah! I can never get reception in this school." , ask a certain man who works as a social worker at a local job in a local city, and he might say... "'dunno. It's like aliens I guess; some people believe it, others say they don't exist."
Well, social worker guy, you're opinion is a lot like aliens... some would say you're right, some would say that you're wrong. ACS, while it is more a cloudy myth, than an actual thing, is pretty possible. Saying that it is possible, is my way of saying that it does not exist. You see, while it would be totally legal, and a very easy concept, I just don't think that all that technology would be in schools, and stores, and libraries, but we've never really heard much about it. Sure, the technology could exist, but that doesn't excuse the fact that if it was deployed in those places... face it, we'd know.
But I'm not saying that the technology isn't soon in the coming. You see, the only thing ACS would be, is a signal that blocks the reception of all the phones in it's proximity. The thing is, (while I said it would be legal) it would raise some issues, from the kids who are at school and can't text their best friends, to the parents of those student who are concerned about their safety.
