A 2 day National Seminar on Infrastructure Law and Policy was held in NUALS (National University of Advanced Legal Studies), Cochi, Kerala, India. Experts from different parts of India contributed with papers and given power point presentation of the related law and policy.
School of Law and Development
The Seminar was organised by School of Law and Development in NUALS. Dr. Balakrishnan, the Associate Professor, heading the School of Law brought the different resource persons from Kerala and entire India to speak on the related subjects.
The subjects that were covered in the seminar were different ranging from Airports to Ports to Waterways, Railways, Metro Railways, Roadways, Telecom, Electricity, Inland transport, natural gas, etc.

Souvik Chatterji, Assistant Professor, National Law University, Jodhpur presented his paper titled "Central Government' s intervention on the regulatory sectors." The major thrust was on the Airport Economic Regulatory Authority, but passing reference was made on the electricity sector and telecom sector.
Economists and lawyers.
As the Seminar was organised by a National Law School, obviously most of the research papers were written and presented by lawyers and law professors. But their were presentations from engineers, architects, economists, other technical experts who were associated with infrastructure projects.
The major hurdles in the growth of infrastructure sectors were discussed at length and after each session, students asked questions to the experts on the way ahead in respect of overcoming the hurdles.
In the Valedictory Session the Hon'ble Vice-Chancellor of NUALS, Prof. Jaya Kumar talked about balancing the interest of the common man with the physical infrastructure. According to him unless the benefit of infrastructure development reached the poor section of India, the development did not serve the purpose. The Chief guest Prof. Mohan Gopal also spoke about the importance of providing justice when infrastructure development took place considering the Preamble of the Constitution and the lawyers were required to ensure that.
NUALS deserves credit.
The entire team of NUALS, including the academicians, the staff and the students deserves the credit of hosting a National Seminar on such a technical range of subjects related to infrastructure law and policy. A Book was compiled containing the papers presented by experts from the field.
