On July 29, 1994, a little 7- year old girl by the name of Megan Kanka was brutally raped and murdered by Jesse Timmendequas. It happened in the Hamilton Township of Mercer County, New Jersey. Her rape and brutal murder led to the creation of the Megan's Law and the Megan Nicole Kanka Foundation.

No One Knew

Jesse Timmendequas lived across the street from little Megan in a house that he shared with two other convicted sex offenders. Timmendequas had a long history of sexual offenses against extremely young girls. In 1979, he was charged with attempted aggravated sexual assault against another New Jersey girl, 5-year old girl in the Piscataway Township. For that offense, he was given a suspended sentence on the condition that he went to counseling. He failed to attend counseling and was sentence to nine months in jail. Nine months and he was back on the streets again to prey on anoth young victim. In 1981, he sexually assaulted a 7-year old girl and was sentenced to 6 years in prison. He served his time at the Adult Diagnostic & Treatment Center (ADTC) in Avenel, New Jersey. One therapist there believed that he would commit sexual assault on another child, but he had served his sentence and they were forced to release him. She, the therapist was sure he would attack another child, but she did not think he would commit murder. He did both when he raped and murdered Megan Kanka in 1994. How many other children did he molest between his release from prison in 1987 and his rape and murder of Megan's Kanka in 1994?

No one knew that Timmendequas and his two convicted sex offenders lived in the neighborhood because the authorities were not allowed to make that information available to the public.

Megan's Law

Megan's Law is the informal name given to the state laws requiring the authorities to make information about the whereabouts of registered sex offender available to the public. How much information about these sex offenders available to the public was determined by the individual states. At the minimal level, their names, addresses and pictures were available to the public. Paul Cramer sponsored a package of seven bills known as the Megan's Law in the New Jersy General Assembly. The entire package was approved and passed into law one month after Megan's rape and murder. At the federal level, the Megan Laws became known as the Sexual Offender Act of 1994.

The fear is that if you point out who the known offenders are, people stop worrying about other people who may also be offenders, just not know ones. Sure this law helps but parents must also keep an eye on their children.

Mark I both agree with you and disagree with you. I agree with you in that parents should keep an eye on their children but parents can't do that 100 percent of the time. As Denise said in her comment, most molesters look like normal people and not the scary looking characters you see on TV and in the movies. If you have one living next-door to you or across the street from you, you, they may even become trusted family friends. Megan's Law which makes it possible for the LEAs to make information on known registered sex offenders available to the public makes it possible to avoid having one of them for a family friend. Many of them are quite sociable and personable individuals. They do not look or act like the sub-humans that they really are.

Mark,
This is a very sad story indeed. Such kind of men don't belong to any society except their own. That's why I support the Islamic punishment: you rape, you lose your balls so you don't rape again. Period!

D castrating them may keep them from raping again but it wont keep them from physically abusing and murdering helpless victims. If you want to cut something off, cut their heads off.

Yes, cutting their heads off. Which one? The one without a brain or the one with a brain?

If they commit these crimes due to uncontrollable sex drive, I believe removing the organs that give them the satisfaction would be a good starting point before chopping off the visible head!

Jerry, I think this is a wonderful program. As a girl that was molested (No I didn't add that to my story) when I was 11 years and then later in life being raped. I applaud Megan's law. When I was raped later in life, I had to go look at mug shot books of rapist in the area, the scary thing was, most didn't look like the scary monsters we see in the movies, they looked like regular Joe blows.
I know kids must be looked after by their parents but, as you know, a lot of parents just do not give a hoot. Just like those girls you rescued some months back, it was not their parents that went after them, it was you. We as a society need all the tools we can muster up to stop these evil people. Well done on this series. I will add this to twitter and my facebook page, later today when I add mine. Folks need to keep this smack dab in their faces. This is a great series my friend. In Islam they also stone raped women to death. Anyway.. kids need an increasing amount of freedom as they grow, to learn to trust themselves and become independent, so i dont think parents should be over their kids all the time, but they shouldnt be irresponsible either. Difficult to balance this.

Jonathan they stoned raped women to death in Islam, in the United States, a raped woman who goes to court is treated as if she asked to be raped. Neither system of treating the victim is right or fair.

I totally agree we need a strict system intact to follow the offenders, but laws can be funny. A friends deaf son became friends with a younger deaf girl at school. Girl was under 18 and the parents didn't like the boyfriend 19. He is now a sex offender and everyone in his neighborhood has no idea what he did, just that he did something. We have to also be careful of who we label. Great article. I have learned a lot. jm

Your articles are so interesting and on subjects close to my heart. More often than not the people who abuse and kill our children are known for example family members and neighbours. We need to educate our children about how to be safe and make them aware of good touching and bad touching without frightening them. Keep up the fight against abuse through your articles.....well done.

Our laws are civilised, but then we have so many who are worse than animals. However, I have seen how some species deal with their offenders; they are banished forever from their midst and forced to lead solitary lives, fend for themselves! I know that today is Christmas Day and all but I have to say this. If I had my way I would take every sex offender and child molester to East Texas, strip them naked, coat their bodies with honey, and then stake them out across the top of a fire ant mound. Nothing would please me more than to sit back and watch them slowly go insane before they died of the fire ant bites and exposure. That would be my way of banishing them. I would banish them from existence.
